Прямоугольное полотнище с отношением ширины к длине 2:3, состоящее из двух равновеликих вертикальных полос: голубого (у древка) и красного цветов, в центре которого — летящая наискось вниз к древку чайка с распростёртыми в стороны крыльями, ниже которой — нитевидная чешуевидная не доходящая до краёв полотнища полоса белого цвета.
