Zapadnoevropska unija
Zapadnoevropska unija (engl. Western European Union (WEU), franc. Union de l'Europe occidentale (UEO)) je evropska odbrambrena i sigurnosna organizacija osnovana Briselskim sporazumom iz 1948. godine o 50-godišnjem savezu protiv oružanih napada u Evropi i o ekonomskoj, socijalnoj i vojnoj saradnji, što se smatra zametkom NATO pakta i Evropske unije.[1][2][3][4][5]

Nadležnosti Zapadnoevropske unije, stupanjem na snagu Lisabonskog sporazuma prelaze na EU. Ugovor o ZEU je ukinut u martu 2010. godine, a ona u potpunosti prestaje sa radom do jula 2011. godine.[6]
Briselski sporazum uredi
Briselski sporazum je potpisan od strane Ujedinjenog Kraljevstva, Francuske, Belgije, Luksemburga i Holandije 17. marta 1948. Sporazum je obuhvatao zajedničku odbrambenu strategiju, kao i ekomosko-kulturnu saradnju. 1954. primljene su i Zapadna Nemačka i Italija. Cilj organizacije je:
- da pruži pomoć među članicama u slučaju agresije
- da promoviše zajedništvo Evrope
Pokrenuti su potezi oko delimičnog spajanja Zapadnoevropske unije u Zajedničku spoljnu i inostranu agenciju Evropske unije:
- 20. novembra 1999, Havijer Solana, visoki predstavnik Zajedničke inostrane i sigurnosne agencije EUa, je takođe postavljen za generalnog sekretara Zapadnoevropske unije. Na čelu je obe organizacije sa ovlašćenjima da ovlašćena ZEU prebaci Evropskoj uniji.
- Petersberski zadatak koji je donela ZEU 1992. godine, a koji je stupio na snagu 1997. na samitu u Amsterdamu EUa, koji je postao osnova za Inostranu i sigurnosnu agenciju Evropske unije, koji je imao zadatak zajedničke politike oko humanitarnih akcija, zajednička borba u slučaju kriza, kao i za mirnodobne akcije.
- Institut za bezbednosne studije Evropske unije (The European Union Institute for Security Studies - EUISS) i Satelitskog centra Evropske unije (European Union Satellite Centre - EUSC) su zajedno nastale od delova ZEU, od Institut za bezbednosne studije Zapadnoevropske unije i Satelitskog centra Zapadnoevropske unije.
Navodno puno stapanje se trebalo desiti 2000. godine, ali od 2004. godine ZEU i dalje postoji. 21. juna 2001, Havijer Solana je izjavio da nema razloga zašto bi postojeći status zemalja koje učestvuju u ZEU menjati.
Predsedništvo uredi
Zapadnoevropska unija ima rotirajuće predsedništvo na šest meseci. Zemlja koja je predsedavajuća Evropskom unijom je takođe predsedavajuća i Zapadnoevropske unije. Kada država koja nije članica Zapadnoevropske unije postane predsedavajuča EUom, tada prethodna zemlja koja je članica obe organizacije nastavlja obavljati funkciju predsednika. Od 1. jula 2005. predsedavajuća je Ujedinjeno Kraljevstvo, pošto je od 1. januara 2006. predsedavajuća Austrija, kao i Finska od 1. jula 2006, koja isto nije puna članica unije.
Eurofor uredi
Eurofor [1] je borbena jedinica Zapadnoevropskog saveza koja je postala borbena u junu 1998. godine.
Na savetu ministara unije 15. maja 1995. u Lisabonu. Delegacija EUROFORa je nastala od zemalja Francuske, Italije, Španije i Portugalije.
Članstvo uredi
Zemlje članice:
Sve zemnje su članice Evropske unije i NATO saveza. Ovo su jedine članice koje ima punopravno pravo glasa.
Zemlje posmatrači: Države Evropske unije, ali ne i NATO saveza. 1 1 Danska je izuzetak. Prema Mastrihtski sporazumom, 1992, Danska je potpisala da neće učestvovati u vojnim i sigurnosnim akcijama Evropske unije. Zbog svog članstva u obe organizacije dobila je mesto posmatrača. |

Države članice NATO saveza, ali ne i Evropske unije, od tada Poljska, Mađarska i Češka su postale članice Evropske unije) Pridružene partnerske zemlje: Države koji pre nisu bile članice nijedne organizacije, a koje su od 2004 članice NATO saveza, kao i Evropske unije (sem Rumunije i Bugarske čije se članstvo u EU očekuje 2007) |
